National Security Memorandum on Artificial Intelligence

The Memorandum on Advancing the United States' Leadership in Artificial Intelligence; Harnessing Artificial Intelligence to Fulfill National Security Objectives; and Fostering the Safety, Security, and Trustworthiness of Artificial Intelligence is a memorandum signed by U.S. president Joe Biden. The memorandum is described as seeking to advance U.S. leadership in the development of safe, secure, and trustworthy artificial intelligence (AI); enable the U.S. government to use AI for national security; and contribute to international AI governance.

Continuous Exposure Management

Continuous Exposure Management (CEM) is a cybersecurity approach that provides continuous, real-time monitoring, assessment, and prioritization of an organization’s security vulnerabilities and exposures. CEM focuses on identifying and mitigating risks by analyzing attack paths and providing recommendations, ensuring organizations maintain a resilient cybersecurity posture. == Overview == CEM platforms enable organizations to detect and remediate cybersecurity exposures, such as vulnerabilities, misconfigurations and weak credentials, across their entire ecosystem, including on-premises, cloud environments, and hybrid infrastructures. By simulating potential attack scenarios and mapping attack paths, these platforms help organizations understand how exposures could be exploited and which ones pose the greatest risk to critical assets. The XM Cyber Continuous Exposure Management platform, for example, integrates automated attack path mapping and contextual risk analysis, allowing security teams to prioritize remediation efforts effectively. In 2023, the platform uncovered over 40 million exposures affecting 11.5 million critical business entities. As cyber threats evolve, CEM platforms are becoming indispensable for modern enterprises. According to Gartner, organizations implementing continuous exposure management are three times less likely to experience a breach by 2026. In addition to risk mapping and simulation, some CEM approaches incorporate automated security validation to verify the exploitability of identified vulnerabilities. Platforms such as Pentera utilize automated security testing to emulate real-world adversary behavior across the network, identifying how security gaps could be leveraged to gain access to critical assets. This process aims to move beyond theoretical risk assessments by providing empirical evidence of exposure, allowing security teams to focus remediation efforts on validated attack vectors. By integrating this validation phase into the broader exposure management lifecycle, organizations can refine their prioritization strategies based on the actual effectiveness of their existing security controls and the proven reachability of their most sensitive data. == Key features == CEM platforms are designed to address the dynamic nature of cybersecurity risks through the following features: Attack Path Simulation: Continuously maps attack paths to critical assets, highlighting exploitable exposures and chokepoints. Risk Prioritization: Focuses on exposures with the highest impact on critical assets, ensuring efficient allocation of resources. Integration with Existing Tools: Seamlessly works with Security Information and Event Management (SIEM), ticketing, and Security Orchestration, Automation, and Response (SOAR) systems. Real-time Monitoring: Offers continuous visibility into exposures, ensuring that new ones are quickly identified and addressed.

Google Messages

Google Messages (formerly known as Messenger, Android Messages, and Messages by Google) is a text messaging software application developed by Google for its Android and Wear OS mobile operating systems. It is also available as a web app. Google's official universal messaging platform for the Android ecosystem, Messages employs SMS, MMS, and Rich Communication Services (RCS). Starting in 2023, Google has RCS activated by default on participating Android devices, similar to the implementation of iMessage on Apple devices. Samsung Messages will be discontinued on July 6th 2026, with Samsung transitioning users to Google Messages as the default messaging application. == History == The original code for Android SMS messaging was released in 2009 integrated into the operating system. It was released as a standalone application independent of Android with the release of Android 5.0 Lollipop in 2014, replacing Google Hangouts as the default SMS app on Google's Nexus line of phones. In 2018, Messages adopted RCS messages and evolved to send larger data files, sync with other apps, and even create mass messages. This was in preparation for when Google launched Messages for web. In December 2019, Google began to introduce support for Rich Communication Services (RCS) messaging via an RCS service hosted by Google, referred to in the user interface as "chat features". This was followed by a wider global rollout throughout 2020. The app surpassed 1 billion installs in April 2020, doubling its number of installs in less than a year. Initially, RCS did not support end-to-end encryption. In June 2021, Google introduced end-to-end encryption in Messages by default using the Signal Protocol, for all one-to-one RCS-based conversations, for all RCS group chats in December 2022 for beta users, and for all RCS users by August 2023, as well as enabling RCS for all users by default to encourage encryption. In July 2023, Google announced it would build the Message Layer Security (MLS) end-to-end encryption protocol into Google Messages. Beginning with the Samsung Galaxy S21, Messages replaces Samsung's in-house Messages app as the default text messaging app for One UI for some regions and carriers. In April 2021, the app began to receive UI modifications on Samsung devices to follow aspects of One UI, including pushing the top of the message list towards the middle of the screen to improve ergonomics. In February 2023, Google began to replace references to "chat features" in the Messages user interface with "RCS". In August 2023, Google announced that Messages will use RCS by default for all users unless they opt out, to allow them to benefit from secure messaging. In December 2023, with the arrival of several new features, the app was renamed "Google Messages". In July 2024, Samsung announced it would no longer pre-install Samsung Messages on its Galaxy devices in some regions, starting with the Galaxy Z Fold 6 and Flip, favoring Google Messages instead. In April 2026, Samsung announced that Samsung Messages would be discontinued in July 2026. It encouraged users to switch to Google Messages. == Features == Some of the most important features in Google Messages are: Send instant text and voice messages in 1:1 or group chat conversations over mobile data and Wi-Fi, via Android, Wear OS or the web. End-to-end encryption for RCS chats. Typing, sent, delivered and read status Reply and react to specific messages Share files and high-resolution photos Voice message transcriptions Schedule messages In-app reminders for birthdays and messages you didn't respond to after some time with Nudges Tight integration with the Google ecosystem, e.g. Google Calendar, Meet, Maps, YouTube, Photos, Contacts, Assistant, Search, Safe Browsing etc. Web interface: Users can visit https://messages.google.com/web and either sign in with their Google account or scan the QR code that is shown with their smartphone to access a limited web version of the app that allows them to send and receive messages, provided the smartphone remains connected. Phone number recognition: The app shows the country and province of the caller. Additionally, it can show the company's name or a warning for spam calls if the number is registered in a data base. Access to the Gemini chatbot on select Pixel, Galaxy and Android devices.

Apache CarbonData

Apache CarbonData is a free and open-source column-oriented data storage format of the Apache Hadoop ecosystem. It is similar to the other columnar-storage file formats available in Hadoop namely RCFile and ORC. It is compatible with most of the data processing frameworks in the Hadoop environment. It provides efficient data compression and encoding schemes with enhanced performance to handle complex data in bulk. == History == CarbonData was developed at Huawei in 2013. The project was donated to the Apache Community in 2015 submitted to the Apache Incubator in June 2016. The project won top honors in the BlackDuck 2016 Open Source Rookies of the Year's Big Data category. Apache CarbonData has been a top-level Apache Software Foundation (ASF)-sponsored project since May 1, 2017.

EnQuire

Enquire is a web-based software application used as a platform for project, contract and grant management, as well as reporting and planning. Initially designed for the specific business requirements of the Australian Government, Queensland Government and Queensland Regional Bodies to manage natural resource projects, Enquire has since seen adoption outside of this industry and user segment. The use of Enquire by Natural Resource Management bodies within Queensland has been cited as a reason for the improved efficiency, quantity and quality of reporting. Technically, Enquire is implemented as a Java application built on a MySQL database. Enquire is hosted and supported under the software as a service model by Tactiv Pty Ltd. == History == The system was first released in 2005 under the name ViSTA NRM Online, proactively changing its name to Enquire in 2007 to avoid possible confusion with Windows Vista, which was being released at the time. In 2012, the Enquire project and support team was commercialized as its own company called Tactiv Pty Ltd. Tactiv is based predominantly in Brisbane, Australia. Tactiv has continued to develop and grow the Enquire Grant, Contract and Project management solution, releasing a new platform in 2017. Since commercialization, Tactiv has grown its client base to include government and non-government organizations such as foundations and not-for-profit organizations. == Functionality == The functionality of Enquire can be broken down into 5 key lifecycle solutions, all fully integrated and supported by over 40 feature rich and configurable modules: Grant Management Contract Management Project Portfolio Management Procurement Management Relationship Management The system provides its platform to meet the needs of "off the shelf" customers looking for a ready to use best practice option as well as a fully configurable option for specific requirements. The system offers a client supplier portal for external applicants or suppliers, a management portal for internal team usage and an administration portal for clients to manage access, roles, information, and other configurations. Key functional modules include: Online authoring and publishing for forms and applications Workflows Project Tracking Performance Reporting Financial Reporting Stakeholder Communication Budget management Document Management Milestone tracking Payments and Variations Management KPI tracking and Impact reporting The Enquire system is used to report against the Queensland Government's Q2 Coast and Country Program and parts of the Australian Government's Caring for our Country program. There is also a strategic planning module, which provides functionality to manage core-business administration and reporting requirements, whilst providing visibility of key activities and their alignment against organizational goals and strategic objectives. The systems architecture supports a range of implementation models with the capacity to manage one-to-one, one-to-many and many-to-many relationships between investors and investees. Under the usage model within Queensland, Regional Bodies use Enquire to load project contracts and report against these online. The regional bodies also record output, target and financial information in Enquire, which can then be used for operational purposes including financial, performance and target reporting. == External Audit == The Australian National Audit Office Audit Report No.21 2007–08 undertook a case study on Enquire. It noted: "The Queensland Department of Environment and Resource Management has developed the first integrated web-based system [Enquire] to manage performance information about Natural Resource Management activities in Queensland." Four of Queensland's 14 regional bodies commented on Enquire through the ANAO's survey. These four regional bodies indicated that Enquire offers a means of consistent reporting at the State level.

IQTELL

IQTELL was a productivity app that allowed users to manage email, tasks, projects, calendars, contacts, Evernotes and more in a single app. IQTELL was available as a web app, as well as an iOS and Android app. All user information was automatically synced between all devices. iOS and Android apps supported offline access. The app could be used to implement concepts and techniques described in the book Getting Things Done by David Allen. == History == IQTELL was created by Ran Flam and released in 2013. In 2014, mobile apps for iOS and Android were released. In 2015, Premium and Platinum subscription plans were introduced (while maintaining the free user version). In April 2017, a new web app was launched. On July 31, 2017, all IQTell services have been closed. == Productivity methods == IQTell was designed to fit in with the Getting Things Done (GTD) productivity methods. Users may have had utilized GTD lists, such as Inbox, Actions, Projects, Someday, Ticklers, and Reference information to process their Inbox items into relevant GTD lists. Using the web app, iOS and/or Android apps, users could deploy macros/shortcuts to quickly process their email. Email was turned into tasks (actions), projects, etc. The original email was removed from the email inbox. The email became a part of the items created (e.g. actions, project, etc.) and could also be viewed in the All Mail folder (if Gmail), or the Archive folder (if non-Gmail). Users had flexibility to use the out-of-the-box macros/shortcuts as well as edit/create additional macros. IQTELL features included email, calendars, contacts, list management, sharing and collaboration with team members. All of the features were compatible with commonly used organization software such as Evernote and iCloud.

Color moments

Color moments are measures that characterise color distribution in an image in the same way that central moments uniquely describe a probability distribution. Color moments are mainly used for color indexing purposes as features in image retrieval applications in order to compare how similar two images are based on color. Usually one image is compared to a database of digital images with pre-computed features in order to find and retrieve a similar Image. Each comparison between images results in a similarity score, and the lower this score is the more identical the two images are supposed to be. == Overview == Color moments are scaling and rotation invariant. It is usually the case that only the first three color moments are used as features in image retrieval applications as most of the color distribution information is contained in the low-order moments. Since color moments encode both shape and color information they are a good feature to use under changing lighting conditions, but they cannot handle occlusion very successfully. Color moments can be computed for any color model. Three color moments are computed per channel (e.g. 9 moments if the color model is RGB and 12 moments if the color model is CMYK). Computing color moments is done in the same way as computing moments of a probability distribution. === Mean === The first color moment can be interpreted as the average color in the image, and it can be calculated by using the following formula E i = ∑ j = 1 N 1 N p i j {\displaystyle E_{i}=\textstyle \sum _{j=1}^{N}{\frac {1}{N}}p_{ij}} where N is the number of pixels in the image and p i j {\displaystyle p_{ij}} is the value of the j-th pixel of the image at the i-th color channel. === Standard Deviation === The second color moment is the standard deviation, which is obtained by taking the square root of the variance of the color distribution. σ i = ( 1 N ∑ j = 1 N ( p i j − E i ) 2 ) {\displaystyle \sigma _{i}={\sqrt {({\frac {1}{N}}\textstyle \sum _{j=1}^{N}(p_{ij}-E_{i})^{2})}}} where E i {\displaystyle E_{i}} is the mean value, or first color moment, for the i-th color channel of the image. === Skewness === The third color moment is the skewness. It measures how asymmetric the color distribution is, and thus it gives information about the shape of the color distribution. More specifically, kurtosis is a measure of how extreme the tails are in comparison to the normal distribution. === Higher-order color moments === Higher-order color moments are usually not part of the color moments feature set in image retrieval tasks as they require more data in order to obtain a good estimate of their value, and also the lower-order moments generally provide enough information. == Applications == Color moments have significant applications in image retrieval. They can be used in order to compare how similar two images are. This is a relatively new approach to color indexing. The greatest advantage of using color moments comes from the fact that there is no need to store the complete color distribution. This greatly speeds up image retrieval since there are less features to compare. In addition, the first three color moments have the same units, which allows for comparison between them. === Color indexing === Color indexing is the main application of color moments. Images can be indexed, and the index will contain the computed color moments. Then, if someone has a particular image and wants to find similar images in the database, the color moments of the image of interest will also be computed. Finally, the images in the database will be ranked according to the computed similarity score with the image of interest, and the database images with the lowest d m o m ( H , I ) {\displaystyle d_{mom}(H,I)} value should be retrieved. "A retrieval based on d m o m ( H , I ) {\displaystyle d_{mom}(H,I)} may produce false positives because the index contains no information about the correlation between the color channels". == Example == A simple and concise example of the use of color moments for image retrieval tasks is illustrated in. Consider having several test images in a database and a "New Image". The goal is to retrieve images from the database that are similar to the "New Image". The first three color moments are used as features. There are several steps in this computation. Image preprocessing (Optional) - The image preprocessing step of the computation process is optional. For example, in this step all images could be modified to be the same size (in terms of pixels). However, since color moments are invariant to scaling, it is not necessary to make all images the same width and height. Computing the features - Use the color moments formulae in order to compute the first three moments for each of the color channels in the image. For example, if the HSV color space is used, this means that for each of the images, 9 features in total will be computed (the first three order moments for the Hue, Saturation, and Value channels). Calculating the similarity score - After computing the color moments the weights for each of the moments in the d m o m ( H , I ) {\displaystyle d_{mom}(H,I)} function should be determined by the user. The weights have to be adjusted each time in accordance with the application or condition and quality of the images. Following that the d m o m ( H , I ) {\displaystyle d_{mom}(H,I)} function is used to calculate a similarity score for the "New Image" and each of the images in the database. Ranking and image retrieval - From the previous step the d m o m ( H , I ) {\displaystyle d_{mom}(H,I)} values were obtained. Now a comparison of these values can be made in order to decide which of the images in the database are more similar to the "New Image", and thus rank the database images accordingly. The smaller the d m o m ( H , I ) {\displaystyle d_{mom}(H,I)} value is the more similar the two color distributions are supposed to be. Finally, some of the top ranked images (the ones with the smallest d m o m ( H , I ) {\displaystyle d_{mom}(H,I)} value) from the database are retrieved.
